November–February has fewest tourists with mild weather. October is the sweet spot for warm water + great light + manageable crowds.

Yes. I photograph and film Destin weddings. Video packages are $1,500 for 3 hours, $3,000 for 6 hours and $4,500 for 9 hours, the 6 and 9 hour packages include a second shooter, and booking photography and video for the same hours saves 10%.
